Whether it is because of GW2, or for some special reward like the polar bear, that doesn't warrent a one-time only. Why? GW1 servers will still be around after GW2's release and the Polar Bear drop has been going on for two years now, and this year will be year three (if continued again).

yah it should be 8pm GMT (PST+8hours)
EDIT: Actually just reread/rechecked the event page and they only say oct 23 with no time but they say 12:01 PST on nov 2, so it could start any time on the 23 from 12:01am-11:59pm PST. hehe

Its always a general time frame. They always hope that the builds will be released at 12pm PST, but many times its gets pushed back to between 2-4 PST.
Its always an approximate. But it will be there tomorrow. Just might have to wait an extra hour or two.
STOKED FOR COSTUME BRAWL THOUGH!!! Halloween is awesome!!!

Well according to Wiki's GMT clock, it should start at 7:01GMT/UTC(24hr format).

Old post, I guess, but this has actually pretty much happened in gvg. There were (and possibly still are) groups that will control two champ range guilds and have them go against themselves, resigning with one so the other gets champ points. They usually do this to sell pve people their champ title. As far as I know, ANet hasn't done anything about this, but again, I'm also not sure if people still do it.
RR won't catch on in costume brawl though. You'll almost always have 1 wamo or whatever not resigning, and leaving gives you dishonor points. There's possibly a critical mass where RR becomes viable, but I don't think it will be reached. The rewards aren't there for it. Far more likely to have problems with a bunch of people syncing it than you are to have problems with people trying to RR it.
